Imo a democracy can only be considered as such when the people have accurate information about the world. I know I'm not living in a democracy. But perhaps it is rising?

I fully do not believe in this analysis. But it is interesting to think about. I think this is the 'official' oppositional point of view. I think it is bs, though. I believe there is a layer above this analysis.

The make propoganda to convince uneducated Russians, not to convince anyone else. This is actually easy since most Russians already blame the west for homosexuality, aids, and the decline of the soviet economy.
The russian propoganda system is actually pretty amazing... They don't need to convince the whole population. They just need to change the minds of the most radical 10% who are more likely to shame friends and family and fellow citizens into believing this stuff...

I'm half russian, I watch russian tv regularly, and I have family living in Ukraine.
There were time when russian tv claimed that cities were declaring independence when in fact they were peaceful and wanted to have nothing to with Russia or their proxies in Donbass.
