I cant listen to that at work but going off the producer and year I'd say its techstep. Decoder made some amazing techstep around 96-98. I can't really suggest any neuro stuff as I have very little interest in it. Yeah, techstep. But it's pretty much dead nowadays and neurofunk and darkstep quickly replaced it. I'd view both as continuations of techstep.
I think pkay knows more about this; maybe ask him if you're curious.

As for neuro I'd start with anything off Ed Rush & Optical's Wormhole, or if you're looking for more recent producers Phace & Misanthrop, Noisia etc

Both could fall into the whole "minimal dnb" thing. I've heard people call DBR UK both techstep and darkstep, which I found pretty weird (unless they've been producing for a longer time ?). Techstep imo is pretty specific to 95-98.
