theyre used to stop frequencies overlapping.
for example you'd high pass your kick drums to make sure there's no frequency clashes.
a frequency analyzer would help see what frequencies are produced by each sample/synth and from there you can figure where to hi pass/low pass.

Whatever sounds good. You use low-pass when you want to get rid of high harmonics, high-pass when you want to get rid of low harmonics.

You can automate the cut-off and resonance to get movement in your notes and make the transitions between notes more smooth and nuanced.

You can add movement into filters when you want to create effects or when you want to build up new parts in a song (a resonant filter with the cut-off automation is really common when an Amen break is introduced into the mix, for example).

You can add some high-pass filters when you want to get rid of some low-end muddiness.

Just do what sounds good. Try it yourself. I've learned the most from just fucking with stuff and making up my own mind later on.

i started doing this and my mixes sound better without doubt.

mostly just low-cutting on synths/pads to leave space for the sub & drums to do their thang
