Setting tempos in tracks

This is a question I've wanted to ask for a while.
Basically, do you set the tempo before or after you've done your drums. I usually set the tempo first and then follow the clicker, because I do it all live, but this really annoys me, because I end up not grooving out completely because the speed is set. If you sequence drums in a drum machine, I would assume it would be the other way round.

If you know what bpm range you want to be in before you start, otherwise it might be time wasted. If you are just trying to jam, then do whatever sounds good.

if i was making a dubstep tune i would start at 140 then tweak the tempo slower or faster depending on the feel of the track. Get the tune fitting at a tempo where it feels natural.

I have to decide on the tempo before i start building a beat and sequencing notes. If i do tweak tempo after it's minor changes.
