Digital Download Distribution...

I remember seeing a post on here a while ago.
it regarded a digital download distribution company.

the deal was something like "pay 15 pounds & they'll put the ep on just about every download site going for you"
I seem to remember the ep could include around 7-10 tunes & that the label/artist keeps 100% of the royalties. (their profit = the 15 pound admission fee

anyone aware of what company this was or know of any similar companies?
any help would be appreciated
