Why dont you just read the specs needed to run the programs you want to use?
i.e. Reason 3.0 Minimum System Requirements:

* Monitor with 800x600 pixels resolution or better
* 16-bit windows compatible audio card, preferably with DirectX or ASIO drivers
* Recommended: MIDI keyboard with built-in MIDI interface, or MIDI keyboard and MIDI interface
Mac OS
* G4 or G5 processor
* 256 MB RAM
* 2 GB free hard disk space
* CD-ROM drive
* Mac OS X 10.2 or later, 10.3 or later strongly recommended
* Monitor with 800x600 pixels resolution or better

Depends on which platform an program.
I run Reason 3.0 on a Powerbook G4 wih 512MB RAM and 1.5 GHz CPU. A bit on the slow side, but alright.

I would recommend you have at least 1GB of RAM, but 2GB nowadays wont cost you much more than £150. I would recommend getting a new Intel Core Duo processor as these are the best ones around at the moment.
To be honest if you bought a medium spec new P.C. for around £600 today it will probably be able to do most of the stuff u want, most important though is CPU and RAM.
I have the following setup and never have any problems at all, even with 6 or 7 synths and 10+ effects running:
CPU - AMD Athlon 64 4000+
RAM - 2GB DDR400 PC3200
Sound Card - Eternal Audiophile USB
I would also recommend getting a half decent case with decent airflow to minimise overheating, this way you can upgrade in future.
Hope this is some help mate, good luck.

I have a bit of an oldie now:
2.15 Ghz AMD (Athlon 3000)
512 Ram
250 Gb Hard Drive
2496 Audiophile soundcard
Stutters when I have too many VSTs running, but I use Nuendo which has a natty feature to turn off VST chains temporarily (whole chains not one at a time) to save CPU so even with the above specs you can still make tuneage..

Just get the fastest processor and most RAM you can get for your money I reckon. Get 1gig of RAM minimum though I reckon, if your buying new.
Also, would recommend a dual-core processor if poss, as I just got one and its rather nice.
However, its possible to make ok music on virtually any old hunk of junk. I slightly miss the constraints of my old machine, as it meant keeping things simple!

Learn a bit of self restraint then you twats

... Only joking.
I did a load of good dnb on my old mac G3. It only had a 233mhz processer....You just figure out ways of doing things that don't rely on processer power. I only upgraded a couple of years ago and that was due partly to the fact the old comp didn't have cd recorder so saving tracks was a no no. Well only on the hard drive and thats pretty dodgy. I don't think i ever maxed it out though or wasn't able to finish stuff due to lack of power...
