what would be the best way to slice loops together in fl? and by best i mean most precise

You mean cut up two loops and join the peices?
I would drop them both into the playlist, zoom in nice and close, turn on snap to like, 1/2 or 1/4 step then use the cut tool to cut them up and move the slices about.
If you wanna be real precise you could put the loops into edison, cut them really precisely with 'snap to zero crossings' on then drag the slices from edison into the playlist

Slicex.. or Edison, kind of depends on what you have planned for it and how you want to do it.

it does all of my slicing needs. its a bit like if edison and the fl slicer had a love child. next time you want to chop some thing up, open it up and have a play.

For a lot of stuff, I just slice it up in the playlist. If I wanna be precise, I up the PPQ of the project to 960 ppq. This will give you individual cycles in the playlist. Just turn off snap, and you can slice extremely closely, keeping your transients and hitting your zero crossings.
SliceX is ridiculously powerful. If I was a breakbeat person, I'd use nothing else.

one thing i have allways wanted to be able to do in fl is, to be able to zoom in more on the playlist. what dose PPQ mean? and how do i change it?

options... project general settings. PPQ means pulses per quarter, it's the resolution of the sequencer. Usually they're called ticks as well, the ppq is how many ticks are in one quarter note, and ever note must begin and end on a different tick.

I use SliceX alllll the time. It's sick for cutting up vocal samples.

Everyone seems to forget about Direct Wave. It is a great sampler for cutting up different loops and break beats.
Renoise is a great program but when I'm working in FL i find that the mix between Direct Wave and SliceX gives you as much control over loops as Renoise does
