Exploring anything is not a waste of cash. Spending money on weapons research, on the other hand, is. Spending money to legislate and police the internet is also another example of waste.
Squids are not next to be sentient, I'd say they already are. They might even be more intelligent than dolphins and whales. It might not be manifest in the same way as ours, but this should only be expected because they're probably the closest thing to an alien intelligence that we'll come across in our lifetime.
