yeah its easy to forget downtown la was once a thriving public space but thanks to general motors buying up all the street cars, and cynical suburban developers which helped suck the life out of the urban core. Almost the exact same thing happened in San Diego, public transport is a disaster, in that you can't live without a car.

umm that article is about downtown revitalization, it's actually a really awesome place to hangout these days. did you even read it?
