First start of creating the stabby synth that you hear near the end of the sound. If you're done with that, add an arp and turn the rate (not synced) all the way to the fastest setting, automate it to go slower over time, and done.

Sounds to me just like the is pitching down with a gate for the stuttery edits.

yeah sorry the synth line is pitching down
