How would I make this (Quick sample provided)

I'm talking about the part right after the first half a bar RAWR. It sounds like it pitches down for a quarter bar, then rises three quarters. I know it's done with the pitch rise obviously. But as it rises, it seems like it starts vibrating as the pitch gets higher. LFO doesn't really work and I've tried vibrato.

i'm pretty sure that after half an hour of trying this you get a very similar effect:
dblue glitch, automated speed of retrigger and gain + pitch. resampled, split frequencies + highs are coming a bit later and are panning.

Uh I think the easiest way to do this is inside the synth:
Use an envelope to automate LFO parameters which in turn automate synth volume or cutoff. I would use legato/slide for the pitch rise (more control that way) but of course you could use the envelope for that as well.
