The Inspector was a purchase Roger made from Elemental Audio. He basically bought their entire line of plugins, rebranded them and then tripled the price. With the purchase he also got the free version which he offered for a short time on his site and then removed. Unless it was a very well known plug I doubt many people will have it. He's dead now so I'm not sure who owns all the rights to that stuff. Everything I've pulled up so far suggests that the plugin is literally gone. I'll keep looking though.

Ok so that didn't take long I guess. I managed to pull this up on tucows. I'm not entirely familiar with the Roger Nichols version of these plugins but this one does bare some similarities to the Elemental Audio version. Just uglier. I think it's mac only though. Not sure if you were looking for PC.

PERFECT! cheers mate really appreciate it, interesting how he can literally make a killing from simply buying all the rights to something and sell it for more. either way thiss is a top plug and i havent found anything that compares to the balance viewer db analyzer thing...the frequency anylyzer is useless on it hehe

Get on that shit! The thing is great. http://www.voxengo.com/product/span/

They have a paid version also, which looks neat, but its really hard to beat this freebie.

Voxengo products are pretty solid. Personally my favorite analyzer is still schOPE. Cosmetically it looks great to me, and functionally it's perfect for what I need it for. The fact that it's only 25 dollars just makes it all that much more amazing.
