When I press F10 it works as Fn+F10, and vice versa. What do?

Check if the key is stuck, see if there are any other keyboards attached or any weird things stuck somewhere. If the key iself is stuck, remove it and clean it.

On most keyboards you can pull the keys off to clean them or fix them if they break. Might be something stuck under it.

Nope

do you have a keyboard?

Just tap it a few times, that normally releases a locked key - happens to the Windows key quite a lot.

Otherwise, reboot.

At no point does a problem like this need to become a thread on a Production forum.

That problem is more advanced than you think. I rebooted my laptop like 10 times at least.

Finally I found a fix for it..

If you have a Toshiba laptop, then go to Toshiba System Settings, then keyboard and switch the fn key mode to standard f1-f12 mode.
