Not entirely sure it's from a sample pack at all. Could just be he's recorded himself saying the words using a decent mic, then down a bit of vocoding/downshifting to get that demon robotic vibe thing going on.

It's mad the amount of tunes I think have sampled box and it turns out to be the producer. Makes me think I need to start recording my own voice more!

Why not try recording your own then running through a vocoder instead?

I'm thinking that you're thinking of 'Retribution' by Tech Itch where Jakes basically talks in the same flow and rhythm. SPL is tight with Itch and even released on his label, so he would have access to Jakes' stems, but it doesn't sound like a British accent. It probably is SPL himself.
