How do I make that sound / how would I lay out the notes to make the "stuttering" effect of a sound like that??

that is a sound i can get down with.. i wanna know how to make the actual metallicy flanjery type bit tho not ass bout the stutterin bit. if u get close holla me that sound is sexy.
