basically just a form of reese/growl bass, i would just start with some detuned saws/squares, apply distortion, chorus, flangers, phasers, more distortion etc, try frequency splitting and at the end add a low pass filter with an lfo/automation to give it the fast movement
basically thats how you make the majority of those kinda sounds but it comes down to a lot of practise/experimenting to get them how you want em
