I'm having vague recollections of a Russian (or something) radio transmission that just randomly reads out a code intermittently to a backdrop of weird music? Is that a thing or am I confusing reality with dreams again?

There's shitloads of radio stations like this. They're called number stations. Check out the Conet Project for recordings of them (or just type number stations into youtube). Some are really bizare. One personal favorite is the one that is basically an alarm being played into a microphone occasionally broken up with clips of music or talking. It was traced to what used to be a soviet base. Someone claimed on a forum to have actually broken in there and found a room with the alarm going off with no one there but a notepad and some numbers on it. Dunno whether they really did but it is true there is what used to be a soviet base playing an alarm sound over shortwave radio.
But yeah number stations are still all over the place. I've found a few myself on a webdsr

isn't it widely assumed that alot of numbers stations are just sending code/encrypted messages to spies?
