Who am I? (slightly cryptic)

A business friendship with El-B saw me put away my umbrella & start a label with a mate from Leeds.
Dubchild remixed my first release & I remixed the Grand Puba.
I moved to the first state to legalize cannabis.
My best (arguably) proppa tune "Hearts Bleed, Eyes Water" has never been released.

it was on a very old joe nice mix i used to have from i think 2005 era
just checked actually it was 2006 the mix i was thinknig of from toronto
gutted think i lost this mix in a hdd crash a few years back
