did anyone know how they make/made that amazing patches ??
or someone know how they get(names of preset packs ,plz) that presets/Patches?

The phase knob you can turn and modulate to whatever you think sounds right, but I use something like phaser knob in the middle modulating to like 2 o'clock via the lfo 5 I used
Then apply your own kind of distortions such as camelcrusher/camelphat etc and eq'ing and such to transform it into your own kind of sound to suit your mix and style

As for the panda eye's kind of sounds. I'm pretty sure that he uses harmour to achieve the phaser-y kind of synths for example in his Snake Bite Soundcloud
Seamless did a great tutorial on those kind of basses in his Omegamode tutorial
That bass is VERY similar to this with some minor changes to the phase knob and detune automation in harmor. I'd personally recommend using "Deep" or "Deeper" for your type of phasing and at a speed of 10. Make the mix about 10-20% and try and get that phasing sound by messing with the Width and OFS and see how that goes Seamless' patch is a great starting point for the panda eyes kind of sounds
