and a corsair power suply. should reduce noise a fair bit.
usually in a computer, heat = noise. get rid of the heat, you get rid of the noise.

Lots of info and products here:

You need a quiet fan for the CPU, a silent power supply and an acoustically treated case if you want to make your pc proper silent. Zalman are a reliable make for this - bought some of their kit 3 years ago, still running strong and silent as ever. You could also consider a quiet case fan at the front to draw air through the machine and cool it efficiently. If you do all this you may then notice how loud harddisks are - you can get HD enclosures for not too much.
Also you want a program that alters the speed of your fans, so when your computer isn't straining the fans are off. This works well (and is free):

Plenty of ideas for ghetto mods to make your PC quieter on the cheap.
The stock CPU fans are usually pretty noisy, good idea to get an aftermarket CPU cooler if you want a quiet PC. You need a case with airflow, and capacity for 2x 120mm fans (one on the back, one on the front). If theres air flowing through the case, things stay cooler so the fans don't need to go into overdrive...
Most cases just come with a rear fan, but its really easy to add a fan in the front.

I vacuumed the inside of my computer and it worked really well in improving speed and cutting down on noise. Dunno if this is just something everyone does already but thought it might be worth a mention, especially for people with computers in places that gather dust and are subject to heavy amounts of weed

i use a can of air to get all the dust n shit off the fans....that also helps
dust can block it up n slow the fans down

this reminds me of when one of my pcs literally blew up. the fan and motherboard were lagged in dust and weed. the way i see it is that the computer died happy, it must've been quite stoned when it exploded

I just bought a new power supply and I can notice the difference. it was never too loud, but now it is much more quiet.
the power supply I purchased was $35.00
small investment for the amount of difference it can make
