In simple terms..
High pass : reduces lower frequencies and allows higher ones to pass through.
Low Cut : Reduces higher frequencies and lets lower ones through.

The only problem I can see with a question like this (legitimate as it may be) is that it is completely unnecessary to make an internet thread about this topic. The (very obvious) reason for this is you could find the answer with a 2-second google search. Look, I type in google:
low cut filter
and the first response:

Wow! What a solid explanation. And if this isn't enough, there are several more returns for that search.
You might think I'm just trying to be a daft prick, but what I am really trying to do is introduce people to the idea of figuring out things on your own, instead of creating recursive discussions about the same topic. Yeah discusion topics are great, and I guess most people just don't have the wherewithall to use google correctly so they feel like they want a human response (also, unnecessary), but with human response on the internet comes exactly like the first few posts of this thread. Almost every time, without fail. If you don't expect this, then you either are not paying attention or you have been on the internet for less than 12 hours.
