How do you make this? I think it would sound good in some dub.

I think there is a preset in reason called "gangsta lead"
Just fuck with that for a bit and play really high notes.
On a side note though, anyone know where i can get some slick sounding westcoast hiphop sounds. Like those high pitched sorta disco sound etc kind of. There is a one sound in digidesign by joker which is quite west coast. But yeah when i listen to E 40 and old snoop dogg or dre there is a whole bunch of sounds like that.

Listen to lots of Parliment, P-Funk and Funkadelic... you will instantly start to recognize lots of DrDre's work.

Most of those sounds and samples come from mid-late 70s funk - Zapp and Roger, Parliment, Sly and The Family Stone, Curtis Mayfield, Issac Hayes, etc.

Even that high pitched wine noise was used in stuff from back then - Check out "The Funky Worm" by the Ohio Players

Someone asked a similar question not so long ago and a reply was offered suggesting using a single sine oscillator pitched up to C6 or C7 which seemed to work quite well. Any basic single waveform oscillator pitched up would work though depending on the harmonic content you require.

just used 2 sine waves with the slightest ammount of attack and fine tuning (like +1 cent and -1 cent lol) and then like +2 or +3 octaves up

add some portamento, and you are good, love those old west coast hip hop sine leads, hehe

Skream uses a lead similar in Dutch Flowerz, he just doesnt really use portamento on it though

easiest sound to make in the world. Just a single saw/sine (or multiple if you're feeling saucy) with a bunch of portamento on it and some slight filtering.
