i normal go on youtube or download the film bounce it to wav the cut it out that way

Wow, a serious answer. Amazing!
You can also take the RCA audio outs from your TV, cable box or DVD player (if it has them) and route them into your soundcard and record them.

I'd grab the line outs from the TV if you're sampling from that

I'll drop them in Final Cut or Vegas and just watch the movie in the preview window. When i hear something i like, i just hotkey-drop a marker there and after the movie is done, i go back and bounce out all the samples i've got marked

DVD in the drive, then open this:

Then either watch the DVD and press record when you want something (and it will just record the audio) or record from the start and leave it to rip all the audio from DVD start to finish (not in real time, it's sped up) while you get on and do something else!

using Winamp
d/l ---> nullsoft waveout output plugin
play the film in winamp (it will play at double speed with no sound) and will leave a wav file with all the audio on to cut up as u like.
i been doin it for time this way, it is much easier to note down the times in the film u want to sample etc

I'm not sure if someone has already given this answer but I use wavepad. It's free and really simple. Just press record and it records whatever sound is playing through your computer it also won't record whilst there's no sound. I'll usually go on youtube or surf the channel to find good film clips. Then just chop it up how you want it.
Google wavepad and you'll find it easy enough
Hope this helps a little
Edit: One thing. I'm not sure if this is just my laptop being weird but when trying to play tracks ripped with wavepad through traktor the sound quality is lost. This may just be my laptop but thought i'd mention it.

if you have a pc with a creative soundcrad then you can use 'record what you hear' and play the dvd in your pc.
however best to use dvd audio extratcor
